Senator Kerry last night charged that:

And while we're at it, this president is breaking faith with veterans all across the country. They've cut the VA budget by $1.8 billion.

Well not according to the historical data. See page 79. In fact the amount of the VA budget has increased every year since 2001. By over 5 billion in 2002, 6 billion in 2003 and 5+ billion in next year’s budget.
