This has the potential to have significant economic impact. Individual users will avoid any taxes by using "new" or alternative ways of communicating. Take a look at the "file sharing" crack down that's being attempted. It's kind of like trying to grab smoke, it fades away and coalesces right behind you. Businesses on the other hand cannot arbitrarily "change" methods overnight, and usually then any changes will have significant costs attached.
