The Arabic word he used indicated he was speaking about foreigners who joined the insurgency in Iraq, not coalition troops.
Usually those sorts of numbers are understated when given so my guess, and that's all it is, is that the number may be much larger than admitted. Still, not a bad start. We can be certain, at least among those 4,000, that no new leaders of global jihad will emerge. They now reside eternally in a no-spawning zone.
And given the poll results I reported on below concerning the popularity of AQ in Iraq, I feel safe in saying few Iraqi "explosives experts" or "nuclear scientists" will answer his call. Nevertheless, here's the sale's pitch:

Fair warning to journalists, contractors and other western civilians (and I mean nothing snide in that warning). I have little doubt that at least AQ will attempt these kidnappings. Hmmm. The historical record is a little less clear than the clear policy.
A realist would say, we don’t negotiate with them unless the government in question feels like it can’t politically afford the deaths and doesn’t feel like they have a choice.
Or, to put it another way, I’d find it a challenge to think of a government that hasn’t negotiated with terrorists.
Of course, generally speaking, I support not negotiating with Al-Quieda.
Our government tried negotiating with Barbery pirats—the Islamic terrorists of the day—but found killing them a better solution. Even then, I believe we ended up negotiating at times, but when you show a willingness and capability to kill them, the negotiation goes better.
