However, he believes you can negotiate with rogue states and jihadists, because, you know, he's pretty sure they will give their power away voluntarily if he asks nicely enough.

But not those lobbyists, by George.

As an aside, I have to wonder, speaking of entrenched interests, why anyone expects Congress to reform itself when it isn't in their self-interest to do so?
