Notwithstanding any other provision of law, including section 152 of division A of H.R. 2638 (110th Congress), the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009, the terms and conditions contained in section 433 of division F of Public Law 110–161 shall remain in effect for the fiscal year ending September 30, 2009.”Yeah, me neither. It's written in Congressionalese. It's an amendment to the Continuing Appropriations Act (that which funds government until a budget is approved) introduced in the Senate by Harry Reid which would reverse the decision by the House not to extend the moratorium on oil shale development on federal land and, in fact, would reinstate the moratorium until next September 30th. This after the Democrats said they weren't going to extend it and would let it expire. As I pointed out a couple of days ago, the fact that the Democrats let the moratorium expire doesn't do anything in a practical sense since nothing is going to be accomplished concerning opening the offshore and oil shale lands until next year, and with a Democratic Congress I don't expect it to happen then. However, letting it expire this year does give Democrats political cover for the upcoming election. But dumb old Harry tipped the hand, didn't he? He just wasn't bright enough or disciplined enough to wait was he? How this man continues to hold the position he holds today remains a mystery, at least to me. But then, there is Nancy Pelosi and she manages to make Reid look like Albert Einstein. Go figure. |
