How to use Congressional Rules to avoid debate

You just write it in to a proposed "stimulus package", ram it through as an appropriations bill and forever commit a giant portion of 1/7th of the GDP to government control without the first hearing being held:
Greg Sargent hears that Democratic Senate staffers "involved in planning health care reform are starting to mull an interesting solution: Paying for reform as part of the big economic stimulus package that the lame-duck Congress is debating."
From the Sargent piece:
The staffers even suggested that the advocates — a who's who of influentials from the labor and lobbying community — go out and try to sell the idea preliminarily to the public.

"The Kennedy staff really liked the idea," the participant says. "They said, `Go out and make that popular.'"

The general idea — again, this is very preliminary — is that a stimulus package of $300 billion or more, which is being suggested in some quarters, would be very hard to spend. So around $150 billion of it could go to health care reform, perhaps in the form of a big tax credit to employers covering employees for the first time, among other things.
Yeah, brilliant. And, of course, PAYGO is gone on this one because it is a "stimulus" so they don't have to figure out how to "pay" for it by cutting spending or programs elsewhere and, once in place, well, try getting it repealed.

Of course once this broke, the expected denial was issued:
Participants discussed health care reform as an economic stimulus but NOT as part of an economic stimulus package. There was no suggestion that anyone go out and make anything popular, and in fact, there was nothing in today's conversation that could even have been interpreted as such.
Health care reform? An economic stimulus?

Obviously the leaker, who was said to have attended the meeting and heard the discussion, should get a wax job since their hearing surely a problem.

Here we go. Politicians spending the public’s money according to their political orthodoxy. They have already backed off the non-performing asset purchase in the TARP because they had no idea what they were doing when they originally conceived that plan. We are about to embark on a very expensive and very dangerous experiment in economic central planning by liberals and, if history is any guide, it isn’t going to solve any of our economic problems, it will only make them worse.
