In a world of plenty ...

We still have people starving to death. In this case, as in most cases (see Zimbabwe) it is the fault of their government. If they're dying in the summer, you can imagine what the toll will be this winter:
About 430 North Koreans have died of hunger in a northern region of the impoverished communist country in the past month because of chronic food shortages, a South Korean aid group said. North Korean authorities have said illnesses were to blame for the deaths, but the Seoul-based Good Friends aid agency said they were caused by long-term malnutrition. The agency did not say how it obtained the information.
Of course Kim Jong Il isn't a fool. The Army is kept well fed, clothed and housed. And as long as he does that, this travesty and tragedy will continue.

If I recall correctly North Korea has been known to deliberately starve some of the population as well.

Governments are in large part to blame in much of the third world, and most of Africa. Due to the way colonialism divided Africa, government became seen as a gravy train, a place to go to make money or service your ethnic group. In especially Africa, governments are the major problem.
